In 2015, with the “new normal” growth of the Chinese economy, the country’s road and railway infrastructure construction has been carried out steadily. China is facing slow growth of social fixed asset investment, while transportation investment is an exception; the growth has increased dramatically compared with others. According to data of road construction investment by China Ministry of Transport, the investment of new projects has been increased to 23.6% from 18.9% of last year.
There is a growing trend of capacity, import volume and apparent consumption. The apparent consumption of Chinese bitumen from Jan-Aug is 17.297 million tons, rose 7.2% year-on-year; Import volume at the same period is 3.101 million tons, rose 9.2% year-on-year. More importantly, China is undergoing the close of 12th Five-year plan and National Road Inspection in 2015. China’s total mileage of highways, freeways, class II and above highways and rural highways will reach 4.5 million km, 108,000 km, 650,000 km and 3.9 million km respectively, have all targets been reached? What will be the next target? According to government data, there will be 36 main lines to be constructed, total mileage will be 350,000km in 2013-2020, where will be the hot-pot place? Besides, total mileage of road maintenance, reconstruction and extension has been 4.2 million km in 2014 which is said to start in next year, especially highways constructed before 2009, where will be the beginning?
2016 will be the first and key year of “13th Five-Year Plan”, will China transportation investment stay in growth? What will be new focus? How to deal with new policies? How to face price risk? How to catch the chance at “road maintenance threshold?”
