During the 13th “Five-Year Plan” period (2016-2020), energy
structure optimization and environmental pollution control will
be a primary driver of China’s natural gas consumption. According
to the State Council’s Energy Development Strategy Action Plan
(2014-2020), the proportion of natural gas in China’s primary
energy consumption will be improved to 10% or above by 2020.
However, as the Chinese economy has entered a “new normal” status,
the country’s natural gas consumption is about to face more
uncertainties. On one hand, natural gas consumption will get less
impetus from China’s GDP growth and many downstream sectors are
facing the problem of overcapacity and profit drop. On the other hand,
rising natural gas prices and the slump in international oil prices will
suppress the growth of natural gas consumption. Falling oil prices are
weakening the comparative advantage of natural gas against refined
oil products.
Domestic market saw a regional and periodical oversupply of natural
gas in 2014. The general prediction of local and international consulting
agencies is that China’s natural gas consumption will see slower growth
towards 2020, which is below NDRC and NEA’s expectation.
Against such a background, will China’s natural gas pricing unification
take place as expected? What measures should be taken by related
enterprises to minimize the adverse impact of this change? Which
downstream sector will take benefit from it? What changes will take place
in the layout of gas refilling stations and their operation nationwide? Will
the marine LNG market see fast growth? In light of positive factors like
supportive policy and gradually disappeared barriers, can we expect an
overall improvement of LNG DER development?
