In Europe, The legal framework for the Biofuel market is the Renewable Energy Directive and this has been revised and a new RED for period 2020-2030 is being proposed.

In Malaysia, the government is working to further strengthen its ties with Indonesia on palm oil promotion and marketing in an effort to combat increasing aggression from EU and US markets by collaborating in market development in countries like China and India. China is looking to implement a B5 policy that the countries could jointly supply while biodiesel exports to India could also be an opportunity. Jointly, the two countries are responsible for more than 91% of the world’s palm oil exports.

In Indonesia, the biodiesel industry is looking for new export markets since the US and European Union have all but shut their doors to them. Top on the list is China who could need as much as 9 billion liters per year to achieve its B5 blending mandate, potentially opening a door for Indonesian imports. The government has organized a trade visit to China next week in hopes of encouraging that trade as a way to compensate for lost markets.

In Argentina, the agriculture industry has mixed views regarding the impact of US anti-dumping duties on Argentine biodiesel import will have on soy prices, with the national oilseeds industry chamber predicting disaster while one of the country’s top farming associations, Sociedad Rural Argentina, said that there were plenty of other destinations for the country’s soy so the loss of the US market won’t be so drastic. The EU and China are seen as potential bright spots of increased demand.

In the UAE, Emirates National Oil Company has launched a biodiesel blend using both used cooking oil and animal fats as feedstock. The “Biodiesel 5” release is aimed at complying with the UAE Energy Plan that seeks to wean the country off of fossil fuels by 2050 through a mix of renewable fuels, clean energy and nuclear power. The fuel is being targeted at commercial and industrial users rather than light vehicles for personal use.

In the Philippines, the leading industry association is calling on the government to expand permitted biodiesel feedstock to include domestic palm oil instead of just coconut oil. Palm oil currently costs less than half as much as coconut oil at $725 per metric ton. The current blending mandate is for 2% but coconut oil producers have been pushing for a higher blend in order to boost demand. The specs for biodiesel as they currently stand were written with coconut oil in mind.
