Energy was once considered the driving force behind the development of the world economy, crude oil is being sought after by all countries. Since the reform and opening up China's rapid economic development is inseparable from the crude oil, the import volume was increased to No.1 in the world. Faced with the vagaries of the oil market, both opportunities and more challenging.

Since China the opening of "three rights", local refinery enterprises ushered in a rare opportunity for development. According to the latest customs statistics, August 2016 imports of refined oil was 2.02 million tons, from January to August totally was 19.56 million tons, with the corresponding period last year declined by 4.5%. August 2016 the export volume of refined oil was 3.71 million tons, from January to August was 29.75 tons million tons, compared to last year increased 42.3%.

Besides, 18th August National Development and Reform Commission issued 《further regulate the use of the crude oil processing enterprises to declare the work of imported crude oil notice》. On the one hand effective control of production, slowed down "three rights" lowering speed, on the other hand we will make adjustments in the tax policy.

After the opening of crude oil usage and import rights, China's teapot refineries will be permitted to export refined oil products for the first time in 2016. Sinochem Quanzhou refinery plant got refined oil export quotas, which is the first among tea pot refineries. China begins to permit independent refineries to export refined oil, which means that China accelerated its opening-up in the refined oil market and this is also a big step forward after announcement of releasing the control over refined oil prices in October 2015.
